The Municipal Infrastructure Support Agent (MISA) is a Government Component within the Ministry for Cooperative Governance and Traditional Affairs. It is a Schedule 3 entity regulated in terms of the Public Service Act, 1994, as amended. MISA’s primary function is to support municipalities in infrastructure planning implementation, operations and maintenance. The Municipal Infrastructure Support Agent (MISA) hereby offers Civil Engineering and Town and Regional Planning graduates a 3 year internship towards professional registration as professional Technicians in terms of the Planning Professions Act 36 of 2002 and Engineering Professions Act No 46 of 2000 for the benefit of building municipal internal capacity.

MISA is a component of the Department of Cooperative Governance (DCoG) established in terms of Section 7(2) Schedule 3 of the Public Service Act of 1994 (as amended), established to build technical capacity of municipalities to undertake efficient planning, delivery, operations and management of municipal infrastructure, amongst other functions.

Whilst the programme is not exclusively limited to individuals from previously disadvantaged communities, MISA strives for excellence in the context of service delivery and skills development and encourages historically disadvantaged individuals to apply.

The MISA Young Professionals programme is a structured work-based internship development program focused on taking young graduates from various Universities and FET Colleges through a structured work plan in order to increase their work experience and achieve professional registration as professional technicians with the relevant statutory professional registrations body.

The recruitment cohort for the 2013/2014 financial year is exclusively retained for the recruitment of Town Planning and Civil Engineering graduates in line with the requirements of the Planning Profession Act 36 of 2002 and Engineering Professions Act No 46 of 2000 towards professional registration with the SA Council of Planners (SACPLAN) and the Engineering Council of South Africa (ECSA) respectively.
Successful candidates will enter into a three-year internship contract with MISA and be deployed to municipal Technical departments for local government service delivery. MISA offers a 3 year workplace internship opportunity with municipalities for the Town Planning and Civil Engineering disciplines:-

Eligibility: University graduates meeting the minimum academic requirements in the form of:-

  • Civil Engineering – National Diploma or B. Tech degree (Engineering)
  • Town & Regional Planning – National Diploma or 3 year B.Tech degree (Town & Regional Planning)

  • Computer Literacy.
  • Possession of a valid driver’s license.
  • Minimum of 1 – 2 years relevant verifiable Town Planning/ Civil Engineering workplace experience.

MISA is a component of the Department of Cooperative Governance (DCoG) established in terms of Section 7(2) Schedule 3 of the Public Service Act of 1994 (as amended), established to build technical capacity of municipalities to undertake efficient planning, delivery, operations and management of municipal infrastructure, amongst other functions.

Whilst the programme is not exclusively limited to individuals from previously disadvantaged communities, MISA strives for excellence in the context of service delivery and skills development and encourages historically disadvantaged individuals to apply. This is a workplace internship programme to assist graduates with career mobility and employability in line with the National Skills Development Strategy (NSDS III).

Graduate Interns will be placed in local government under the tutelage of an experienced qualified municipal supervisor official for on-the-job supervision for 18-months covering the following Built Environment Technical disciplines:-

The Municipal Infrastructure Support Agent (MISA) in conjunction with the Local Government Sector Education and Training Authority (LGSETA) hereby offers unemployed FET graduates (between the ages of 16 – 35), three years apprenticeship in the local government sector. MISA is a component of the Department of Cooperative Governance (DCoG) established in terms of Section 7(2) Schedule 3 of the Public Service Act of 1994 (as amended), established to build technical capacity of municipalities to undertake efficient planning, delivery, operations and management of municipal infrastructure, amongst other functions.

Whilst the programme is not exclusively limited to individuals from previously disadvantaged communities, MISA strives for excellence in the context of service delivery and skills development and encourages historically disadvantaged individuals to apply. The programme targets unemployed graduates for Artisanship in line with the National Skills Development Strategy (NSDS III).

The MISA Artisans Development Programme is a structured 3–year artisanship programme focused on recruiting and training young graduates from various FET Colleges for trade testing as Artisans for subsequent employment in local government to support the institutional capacity of host municipalities.

Successful candidates will enter into a three-year apprenticeship contract with the Municipal Infrastructure Support Agent and be deployed to municipal Technical departments. Opportunities are available in the following trades:-

  • Electrical
  • Plumbing
  • Fitting and Turning
  • Diesel Mechanics

Eligibility: FET College graduates meeting the minimum academic requirements in the form of:-

  • N4 Certificate (with relevant N2 trade subjects)

Applicants must be willing and available to undergo 3 years structured training, deployment and rotation to municipalities and FET Colleges leading towards qualification as artisans. Applicants must be South African citizens and residing within the below-mentioned municipalities. MISA does not guarantee post-apprenticeship employment to graduates owing to participation in the programme.
