How to apply?

Noting that COVID-19 is still very much upon us, we will continue with measures to limit face to face interactions to manage social distancing and use the frontline application systems which had proven to be successful during the initial implementation of this grant. All applications will therefore be again done electronically/digitally and any of the following frontline application channels may be used;

We encourage all applicants to conclude their applications when they start making the applications to avoid any technical challenges.

WITH REGARDS TO PROCESSING AND DISBURSEMENT SYSTEM: The system developed over the past year has been improved to manage the numbers of applicants and payments monthly. In addition, improvements continue to be made to improve the service to applicants. Applicants are also reminded that this grant is validated every month.  This means that any change to the financial circumstances of the applicant may result in the grant not being approved for subsequent months, or approved for some months but not all.

WITH REGARDS TO PAYMENTS OF THE SPECIAL COVID-19 SRD GRANT, SASSA shall pay the Special COVID-19 SRD Grant into a bank account of the beneficiary. Given the COVID-19 pandemic, both the University of the Witwatersrand (Wits) and University of Cape Town (UCT) have waived the requirements for first entering students for the 2021 academic year to sit for the National Benchmarking Tests (NBT). The NBT is a university entry examination required by a number of South African universities as an admission requirement.

In a notice to prospective applicants, UCT Registrar Royston Pillay, called on applicants to submit their Grade 11 final reports as part of their applications as these would be important in assisting the university to make conditional offers study.

The Executive Management team of Wits also issued a statement advising prospective students that NBT will not be a requirement for admission to study in the 2021 academic year. “After due consideration of the matter, and given the exceptional circumstances in which we find ourselves at this moment, we have agreed that the results of the NBTs will not be taken into consideration when students apply for the first year of study in 2021. This means that the NBTs will not form part of Wits University’s admission criteria for 2021 for students applying for the first time,” the team said in the statement, further stressing that this measure is for 2021 only.

NBTs go online

Meanwhile, the Centre for Educational Testing for Access and Placement (CETAP) has announced that it will now conduct the NBT tests online in July 2020. “Due to the COVID-19 pandemic, we are unable to offer national sessions during lockdown level 3. There is far too much uncertainty as to when the lockdown will ease and when venues will become available. The national sessions will only resume and be limited to certain venues once lockdown level 1 is reached. Kindly note at this point we cannot give any confirmed dates for such sessions and strongly encourage you to write the Online NBT,” says CETAP.

Special COVID19 social relief of distress grant:

With regards to the Special COVID19 Social Relief of Distress Grant, the amount to be paid to qualifying applications will be R350 per month from May – October 2020. The Special COVID19 Social Relief of Distress Grant will be implemented in terms of the existing avenue provided for by the Social Relief of Distress (SRD) channel, which is administered in accordance with the provisions as set in the Social Assistance Act, 2004.

In terms of Regulation 9 (6), social relief may be provided to South African citizens, permanent residents and refugees who have been affected by a disaster. This framework is currently administered through the South African Social Security Agency (SASSA) however with limitations.

The implementation of existing grants (top-ups) is straightforward, as these beneficiaries are already in the SASSA database. SASSA was required to make adjustments to the system to increase the amount for existing beneficiaries for the next 6 months.

The new special COVID-19 SRD grant requires a rather more complex approach, as the beneficiaries are not on the SASSA database or other government grant support programmes. It was therefore necessary to introduce new systems and new qualification criteria, and amend some regulations.

The qualifying criteria for the special COVID-19 Social Relief of Distress of R350 per month for distressed individuals is as follows:

The grant will be available to South African Citizen, Permanent Resident or Refugee registered on the Home Affairs system; who are resident within the borders of the Republic of South Africa;

In terms of Application process, an application for social relief of distress or a social grant may be lodged electronically over and above any other available means of lodging such applications. The measures applicable include sending a WhatsApp message to 0600 123 456 and selecting SASSA or an E-mail to SRD@sassa.gov.za. We are still finalising additional access channels and including SMS, self-help desks and online application process. We will give information on these soon.

For our people with no access to technology; Volunteers will be trained to assist applicants who cannot use technology and will be provided with gadgets to capture details on behalf of applicants. We have already received commitments from the NYDA, NDA and Community Development Workers in some of the provinces to assist. SASSA in the Provinces will further unpack these in consultation with Provincial structures and civil society organisation.

Notification of the outcome for an application for the Special COVID19 Social Relief of Distress Grant will be provided in the same manner in which the application was made.

In terms of payment, this will be made mainly through bank accounts of the applicants and through cash send measures through banks. The benefit/grant will be paid from the date of approval up to the end of October 2020 provided the qualifying criteria listed continues to be met. So if applicants apply in June their payments will be from June and there will be no backpay.
